8:21 - 22, Qur'an
[So] do not be like those who say, "We have heard," while they do not hear. Indeed, the worst of living creatures to God are the deaf and dumb who do not use reason -
10:99 - 101, Qur'an
[For] had your Lord willed, those on earth would have believed - all of them entirely. Then, would you compel the people in order that they become believers? [But] it is not for a soul to believe except by permission of God, and He will place abomination upon those who will not use reason. [So] say, "Observe what is in the heavens and earth." But signs or warners will be of no avail to a people who do not believe.
Indeed, God gave Jesus the Gospel [5:46], and He sent down the Torah in which was guidance and light [5:44], so let the People of the Scripture judge by what God has revealed therein [5:47]. But a group also injected deviation into His verses [41:40], so God sent the Qur'an down in truth as a Criterion over the Scripture [5:48].
Even if We had Sent the Angels, they would Not Believe
Responsibility for their Guidance is Not upon you
37:168 - 169, Qur'an
[And they say,] "If we had a message from the former [peoples], we would have been the chosen servants of God."

[So] indeed, those whom the word of your Lord has come true against will not believe, even if every sign should come to them, until they see the painful punishment.

Will you make the deaf hear, or guide the blind or he who is in clear error?

So leave them, for you are not to be blamed. [But] remind, for indeed, the reminder benefits the believers.
